The small quantity of information available on Fi-Lo points to an education in Anthropology and Theological Studies. He seems to have an extreme interest in the origination of life. Although Phaedra denies his existence, it is believed that Fi-Lo is a former supervisor now in hiding. A number of reports from the underground imply that Fi-Lo has recently been meeting with Raldron and Sinc 400, and is a sympathizer to their cause. No photos of Fi-Lo are available.
